FRECOM Ltd. has succeeded 2010 working year

Thanks to effective work in 2010 the Company has demonstrated dynamic development, which allowed to attract new clients, develop new regions of works and fix positions of FRECOM Ltd. at the market of oil and gas services. All projects that had been planned for the last year were successfully completed. This allows looking ahead with optimism and expecting a further growth and development of the Company and its subdivisions in 2011.
Regular supervisory audit of the Quality Management System of FRECOM Ltd. for compliance with international standard ISO 9001:2008, conducted by BVC in 2010, has confirmed the operation of the QMS in accordance with requirements of the standard, performance purposes and procedures of the QMS, and recommended to renew the conformity certificate issued by BVC in 2008.
The successful certification audit conducted by "Russian Register" company for compliance with requirements of the STO Gazprom 9001-2006, and obtaining the corresponding certificate became another important event for FRECOM Ltd.
Company participated in over 50 industry tenders and over 80 new contracts were concluded.
Throughout the past year, FRECOM actively participated in such events as: V Annual Meeting of the "Russia Offshore 2010", Joint meeting of Committees of “Industry and Construction" and "Ecology and Health" EBC; 13th Annual General Meeting of the European Business Congress; meeting of the Working Committee of the EBC "Environment and health»; III International conference "Development of Oil and Gas Resources of the Russian shelf: Arctic and Far East. Our Company was a partner at the First International Conference GlobalPORT - 2010 "St. Petersburg - the Sea Capital of RUSSIA. Ecology".
FRECOM also sponsored International event - National Day of the Sami, the 25th traditional Sami games, North Festival and the Reindeer Headers’ Day.
Since 2008, FRECOM participates in the Animal Adoption program of the Moscow Zoo, and the joint project of WWF-Russia and Prioksko-Terrasny Reserve “Adopt a European Bison”, which now is guardian to young European bison Muscari.
Work of the subdivisions:
In 2010, PROJECT APPROVALS AND EXPERTISE DEPARTMENT has completed follow-up support of two projects for construction of exploratory and operational wells within the Caspian Sea: Well group design for construction of operational wells No.VP-2, 11, 12, 13, 14, G-1 at Yu. Korchagina field” (Client – “LUKOIL-Nizhnevolzhskneft” Ltd.) and" Individual well design for construction of exploratory-test well No.1 at Ukatnaya structure "(Client - Caspian Oil Company Ltd.). These projects have got positive conclusions of FGU Glavgosexpertiza Russia.
Moreover, approvals of Rosrybolovstvo (for work areas and dates, compensative measures), environmental seal of approval (confirmed by the Order of Rostechnadzor), and permission for works (issued by Rosprirodnadzor after approval by the authorized agencies) were received for the following engineering survey programs:
  • Work program “Integrated engineering survey for development of TEO (Project) for Port Transport and Technological Complex (PTTC) in Teriberka area (Orlovka, Zavalishina, Korabel’naya and Opasova Bays)” (Client - Shtokman Development AG);
  • “Work Program for Integrated Engineering Survey for development of Kirinskoye GCF” (Client - VNIPIgazdobycha);
  • Work program “Integrated engineering survey at the Western Yamal shelf” (Client - AMIGE).
Two projects of Shtokman Development AG, developed in the frame of “Integrated development of the Shtokman Gas and Condensate Field. Phase 1. 1-A Stage: Subsea Production Unit with the FPU tie-in systems; 1-B Stage: Offshore twin pipe line” and “Produced water treatment technology at Shtokman GCF (Barents Sea shelf)” have got approval of Rosrybolovstvo and positive conclusion of the State Ecological Expertise (confirmed by the Order of Rostechnadzor).
In 2011 the work will be continued on analytical support of “Well group design for construction of operational (production and injection) wells at Prirazlomnoye oil field, using offshore ice-resistant fixed platform” and Feasibility Study of “Prirazlomnaya” offshore ice-resistant fixed platform (Client – Gazprom Neft Shelf, Ltd.) during the review by the State Environmental Expertise.
A number of Environmental Protection Sections as part of design documentation for different objects as well as draft MPE, Permissible Discharge Standards, Waste Generation Standards and Disposal Limits, SPZ and land reclamation projects were developed by the specialists of ENVIRONMENTAL ASSESSMENT OF THE PROJECTS’ DEPARTMENT.

In 2010 a new client of FRECOM is JSC GMC Norilsk Nickel Polar Division. We have developed and approved the substantiation project for designed Sanitary Protection Zone for the large industrial sites of JSC “GMC Norilsk Nickel” Polar Division (Copper Plant, Zapolyarny minery). The final boundaries of SPZ were approved by Decree of the Chief Medical Sanitation Officer of Russian Federation.
One of key value works were devoted to Shtokman gas condensate field (Client - Shtokman Development AG); an environmental impact assessment in accordance with Russian and international requirements was conducted.

  • The List of Environmental Protection Measures (PMOOS) as part of design documentation for the Subsea Production System and offshore trunkline from the field to landfall was developed by Department in accordance with Russian legislation. The Project for offshore facilities of the Shtokman gas condensate field has received environmental seal of approval.
  • An environmental impact assessment for onshore facilities of SGCF (onshore pipeline section, Gas Treatment Plant, condensate pipeline, etc.) was conducted both at conceptual stage of the GTU Start-up Complex, and at designing stage. Onshore project is currently in the process of approval by control and supervisory authorities.
  • Environmental, Social and Heath Impact Assessment according to international standards is conducted. ESHIA considers all objects of SGCF (offshore and onshore) and will be completed in 2011.
The large scope of environmental works was carried out for Prirazlomnoye oil field development project (Client – Gazprom Neft Shelf, Ltd.) by the Department. The PMOOS sections were developed as part of Well Group Design for operational wells, and as part of the feasibility study (TEO – Project) for “Prirazlomnaya” offshore ice-resistant fixed platform. MPE Book, Permissible Discharge Standards, Waste Generation Standards and Disposal Limits were also developed.
Environmental Impact Assessment for Integrated Engineering Survey Programs in the Sea of Okhotsk at Kirinsky and West Kamchatka license areas of Gazprom OJSC was conducted.
During the past year several land reclamation projects for CPC pipeline system has been developed (Client  - JSC Giprovostokneft).
DEPARTMENT OF ENVIRONMENTAL-ENGINEERING SURVEY AND ENVIRONMENTAL BASELINE ASSESSMENT in 2010 has proceeded with works at Barun-Yusta license area (Kalmykia Republic), by request of Shell Neftegaz Development III, Ltd. - baseline environmental survey and ethnographic research in the area was conducted.
Monitoring works at the license areas of JSC Rosneft Oil Company in the Black Sea were initiated. Baseline environmental assessment of Gudauta license area was conducted by request of RN-Shelf Abkhazia, Ltd. Annual environmental monitoring at the Zapadno-Chernomorsky and Tuapse license areas (“RN-Exploration” Ltd.) in the Black Sea has began in the end of the year. In 2011 these research works will be continued.
Last year, the work on ecological support of development of the license areas by JSC Rosneft Oil Company in Irkutsk region (operated by "RN-Exploration Ltd., “Vostok Energy” Ltd.) were continued, particularly complex engineering survey of exploratory-test drilling sites.
Detailed onshore engineering and environmental survey for the Integrated development of the Shtokman gas condensate field were also conducted.
Last year a piece of work was executed and services rendered in seven contracts by MANAGEMENT SYSTEMS DEVELOPMENT AND INTERNAL AUDIT DEPARTMENT.
As part of work with JSC Gazprom,  JSC Rosneft Oil Company and their affiliate companies 8 training seminars on management systems and audits were conducted, about 200 persons were trained in total.
Specialists of the Department participated in six internal audits of the EMS JSC Gazprom and its affiliate companies, as well as in compliance auditing of the “Fortum” Company power-stations as part of work with Royal Haskoning company.
QMS of FRECOM Ltd. was updated and supervisory audit of the QMS by BVC certifying organ and certification audit by "Russian Register" company were successfully passed.
In 2010 the work in a new region - Sakhalin area was carried out by PUBLIC RELATIONS AND MARKETING DEPARTMENT. Public discussions on “Integrated Engineering Survey Program for Kirinskoye gas-condensate field development (offshore)” were held (Client – JSC VNIPIgazdobycha).
Last year the work on ecological support of the Prirazlomnoye field development was continued.
Public discussions of “Well group design for construction of operational (production and injection) wells at Prirazlomnoye oil field, using offshore ice-resistant fixed platform” and Feasibility Study of “Prirazlomnaya” offshore ice-resistant fixed platform were managed and held in the Nenets autonomous district by request of "Gazprom Neft Shelf " Ltd.
Public hearings for Shtokman Development AG successfully held in the Murmansk region were of key value for the Company. Public discussions on two projects “Integrated development of the Shtokman Gas and Condensate Field. Phase 1. 1-A Stage: Subsea Production Unit with the FPU tie-in systems; 1-B Stage: Offshore twin pipe line” and “Produced water treatment technology at Shtokman GCF (Barents Sea shelf)” were held by FRECOM specialists in accordance with Russian legislation.
FRECOM Company manages and holds public discussions (consultations) not only in accordance with RF legislation, but also in accordance with international standards, environmental and social requirements of international financial organizations (International Finance Corporation, World Bank and European Bank for Reconstruction and Development). Thus in 2010 the scoping meeting in the framework of public consultations, was successfully conducted in the Murmansk area at the initial stage of “Environmental, social and health impact assessment” (ESHIA, rev. A-01) for the “Integrated development of the “Shtokman gas and condensate field. Phase 1. FID-1”.
In stakeholder engagement process the Company applies the principles of maximal openness and readiness for a constructive dialogue with all stakeholders.
All public hearings and scoping meeting were declared valid, and planned economic activities were approved by the legal entities of the Russian Federation executive power authorities in charge, local authorities and the public.
INTERNATIONAL PROJECTS AND ENVIRONMENTAL AUDITS DEPARTMENT in 2010 has conducted a number of audits (Phase 1); the most important of them were: Murmansk Vodocanal Due Diligence Audit (jointly with the Finnish company POYRY) and a series of audits by request of WSP.
Last year the most meaningful for the Department was the contract between FRECOM Ltd. and Shtokman Development AG for "Environmental, social and health impact assessment (ESHIA) according to international standards". This work was carried out jointly with the Environmental Assessment of the Projects Department and other units of the Company.
